Seven contractors bid NYSDOT's Feb. 5 letting for contract D265677, highway maintenance, drainage and concrete on I-95 and I-495 in the Bronx and Queens. Oliveira Contracting Inc. came in low at $17,698,409.00. Bove Industries Inc. was right behind at $18,350,000.00, a $651,591 gap, 3.68%.

NYSDOT does not print an engineer's estimate with its letting results. The public yardstick is the state's Transportation Improvement Program (STIP), which carries a construction line for each project. For PIN XM2549, the STIP describes concrete pavement repair on the Cross Bronx Expressway (I-95) and the Long Island Expressway (I-495) in the Bronx and Queens to extend pavement life. It carries $16.0 million for construction and $7.2 million for inspection. Oliveira's low is $1,698,409 over the construction line, 10.62%. No bidder came in under it. The ad listed a deposit of 5% of bid and a DBE goal of 0%. The proposal sets completion for Nov. 22, 2027. Our board carries it as RFI-002570.
Same morning, Region 11's asphalt counterpart: contract D265614, pavement preservation and crack sealing at various locations in the Bronx, Brooklyn and Queens. Three bids. H & L Contracting LLC was low at $8,322,570.96, Tully Construction Company Inc. second at $8,905,446.09 ($582,875.13 back, 7.00%), and Restani Construction Corp. high at $11,412,961.56, a 37.13% spread. That job is 100% state funded and carries goals of 4% MBE, 8% WBE and 0% SDVOB. Completion is set for June 6, 2028.
For the crack-sealing contract, the STIP line for PIN XM2548 carries $20.48 million in construction for asphalt preservation at various city locations. H&L's low uses about 41% of it. The record does not say whether the rest of that program line is headed for another contract, so read the gap as a program balance, not a bid-versus-estimate miss.
Why this matters. Concrete repair on two of the city's busiest interstates is a traffic-control-heavy job, and seven firms still wanted it. The top two landed within 4% of each other, which says the market agrees on the price even though it disagrees with the state's program number. On the crack-sealing side, the M/WBE goals give certified firms something specific to price.
What to do next. Neither apparent low is an award. Concrete suppliers, sawcutting, joint-sealing, drainage and traffic-control subs should be talking to Oliveira. Certified MBE and WBE firms should get their crack-sealing, sweeping and maintenance-and-protection-of-traffic numbers to H&L before it builds its utilization plan.
