Certification is through SBS. City M/WBE certification is issued by the Department of Small Business Services; goals get set solicitation by solicitation, not agency-wide.

The noncompetitive small-purchase door has a stated ceiling here, and it's real. DOT's own doing-business page says the agency awards contracts up to $1,500,000 directly to certified M/WBEs “without formal competition using the M/WBE Noncompetitive Small Purchase Method.” And it isn't a line on a page nobody uses. DOT used it 27 times between May 7 and Aug. 19, 2026, per its City Record award notices — on-call wastewater line maintenance ($1.5 million, Isis 2 Consulting), fire sprinkler and standpipe repair ($1.5 million, same firm), Bronx landscape maintenance and irrigation ($1 million, Adkins Cleaning & Landscaping), towing, elevator inspection and repair ($500,000, Skyline Elevator Consultants), marine lumber and hardware, and a long run of IT services. Here's the pattern: construction-adjacent maintenance and supply is where DOT is spending this door. Not bridge steel. If you're a certified fire-protection, landscape, elevator or marine-supply outfit, that's your lane, and you don't wait for a solicitation — you get in front of the agency.

Consulting solicitations carry 30 percent M/WBE goals. The nine-bridge resident engineering inspection and both structural-steel fabrication inspection RFPs stated 30 percent. Let's say a $10 million REI contract — $3 million of it has to run through certified firms. That's where a certified inspection shop gets a phone call from a prime.

DBE on federal money. DOT's page states a 2.2 percent DBE goal for the federally funded ferry-boat procurement. The East River Bridges study notice states a 0 percent DBE goal. Federal-aid bridge construction carries its own goal per job — read the notice, don't assume.

Design-build packages carry the team's goals. On the BQE, the Belt Parkway bridges and ferry floodproofing, the M/WBE plan belongs to the shortlisted team. Get on their sub lists at the RFQ stage, because by the time a design-build job is awarded the team is already set.

One last thing, and it's the thing everybody learns the hard way: certification helps eligibility. It doesn't replace estimating, bonding or capacity. A certificate gets you in the room. It doesn't price the job for you.
