Nine contractors bid April 28 on Contract A37703, Flood Protection of Selected NYCT Vulnerabilities in the Boroughs of Brooklyn, Manhattan and Queens. Gramercy Group Inc was low on the evaluated number at $14,965,500, $2,248,000 (15.02%) under RMSK Contracting Corp. The bids are under review, and an apparent low is not an award. It is on our board as RFI-001897.

MTA C&D let this one A+B: the A number is the gross-sum price, the B number puts a dollar value on the milestone durations the bidder commits to, and the lowest A-plus-B total wins the evaluation. The contract price is the A number. Gramercy's total is a $10,713,000 price plus a $4,252,500 B value.

The evaluated field spread 62.18% from low to high, and the median was J-Track's $18,427,000. Gramercy came in 18.78% under that median. On price alone Gramercy led RMSK by $1,387,000 (12.95%), and the price spread was 78.83%. On the schedule side, J-Track posted the lowest B at $3,360,000, and RMSK, Sea Breeze and Empire Control Abatement all posted the same B, $5,113,500.

This contract has an older sibling. In September 2023, C&D advertised A37702, Flood Mitigation of Selected Bays and Stair Entrances in the same three boroughs. That scope was mechanical closure devices in subway ventilation bays, stairwell protection devices at stair entrances, structural repairs to vent batteries, new gratings and support frames, and utility relocations. It was federally funded with a 22.5% DBE goal and bid A+B. Eight firms bid it on Nov. 2, 2023. Triumph was low at an evaluated $26,773,800, and Gramercy finished last of eight at $41,562,720. C&D awarded A37702 to Triumph on March 29, 2024 for $18,975,000. This time the order flipped: Gramercy led, and Triumph finished sixth. A37703's title is broader, covering 'vulnerabilities' instead of bays and stairs, and the tab does not spell out the scope.

Both jobs belong to the long post-Sandy effort to seal the subway's street-level openings. The MTA's capital records carry a run of Sandy mitigation projects on this work: street-level openings at nine stations ($48.4 million), at seven stations and a fan plant ($45.0 million), and additional work at selected vent bays ($10.7 million). The records also show a system-wide Sandy resiliency project for street-level openings and other vulnerabilities in procurement, set up for design-bid-build A+B.

Why this matters. Nine bidders on a job this size means the subway flood-hardening niche is crowded, and the order can reshuffle completely from one package to the next. A firm that finished last in 2023 led this one by 15%. For anyone chasing the next package, the 2023 tab tells you nothing about who will be low on the next one.

What to do next. Subs and suppliers who handle flood doors and closure devices, vent grating, structural steel and concrete repair, and utility relocation should price to Gramercy's $10.7 million number.
