The city's Office of Administrative Trials and Hearings (OATH) has calendared a cluster of Department of Buildings violation cases for a single hearing date — October 6, 2026 — nearly all of them tied to active Queens construction sites, according to OATH/ECB hearing records.
The case drawing the most scrutiny involves Stonehill Constr Serv Inc. at 83-12 Broadway in Elmhurst. Per DOB records, an inspector on July 28 found an outrigger system erected on the roof at Exposure 4 with two tiebacks installed where the approved plans called for only one. The violation notice states the inspector ordered a stop to all work on the suspended scaffold rig at the time. The charge, under Administrative Code section 28-105 (work not conforming to approved construction documents), carries a $1,250 penalty and was found 'in violation' at hearing.
A second case at an active construction site drew a similar charge: GM88 Development Corp, working a proposed five-story new building with existing elements to remain at 32-02 31 Avenue in Astoria, was cited July 30 for work not conforming to approved plans, also a $1,250 penalty, also found in violation.
A cluster of violations also hit a single respondent, Lovedeep Singh, at 86-27 122 Street in Queens (zip 11418), where DOB inspectors on July 30 cited illegal residential-district parking of commercial vehicles at the driveway and rear yard, illegal storage of construction scaffolding materials — metal poles, beams, and support poles — on the premises, and a second parking violation for an unplated van creating what the violation record calls 'dead storage.' All three tickets were found in violation at $1,250 each.
Other Queens cases on the same hearing calendar, per DOB records: ITM Construction Corp at 62-06 82 Place, Middle Village, cited for failing to post an active job permit at the premises ($300); L Y Development Group Inc at 79-06 51 Avenue, cited for cracked and uneven sidewalk slabs at an active excavation-support site for a proposed two-story building ($1,250); Harwyn Owners Corp at 143-40 41 Avenue, Flushing, cited for boiler defects including a leaking backflow preventer and a defective anti-siphon valve ($1,250); SKI Development 3 LLC at 9 Ostend Place, Far Rockaway, cited for using a vacant lot to store unplated vehicles ($1,250); and Galitsis Paul Vicky at 32-36 36 Street, Astoria, cited for a removed second-floor balcony and double French doors without window guards, observed with children present ($1,250).
Separately, OATH records show three cases tied to 44-30 Macnish Street in Elmhurst, filed against Nouri Realty LLC, were paid in full ahead of the hearing date: unpermitted plumbing work to create a cellar bathroom, unpermitted electrical panel work with exposed wire nuts, and an illegal cellar living-quarter conversion lacking a second means of egress — $2,500 each, all marked paid.
All matters listed carry a hearing result of 'in violation' per OATH's case-status data as of this writing; respondents have not been convicted of any crime, and ECB violations are civil penalties, not criminal charges.
