The Office of Administrative Trials and Hearings has scheduled 24 Department of Buildings violations for hearing on October 22 at the Manhattan9 location, according to OATH/ECB hearing records. All 24 cases were marked "HEARING COMPLETED" with a result of "IN VIOLATION" and a compliance status of "All Terms Met" as of this writing, per the agency's case-status data.

The violations stem from DOB inspections conducted between August 12 and August 18, 2026, at ten separate properties across Manhattan. Total penalties across the batch run from $625 to $1,250 per ticket, per OATH's violation-amount field.

The largest cluster involves scaffold and sidewalk-shed non-conformance, charged under code B282 (work does not conform to approved construction documents). At 1578 Lexington Avenue in East Harlem, DOB cited Saeed Ahmad and SD Builders and Construct, both on August 18, for suspended and supported scaffolds that did not match approved plans — one ticket describes outrigger trusses measuring 18 feet against a 16-foot requirement, and masonry frames used in place of required walk-through frames, per the violation details. Each ticket carries a $1,250 penalty.

At 155 East 50 Street, DOB cited Andamio Scaffolding LLC and an individual listed as John D. Papada on August 12, both $1,250 tickets. One record describes a sidewalk shed that did not conform to approved drawings, including missing double cross-bracing; the other describes an active suspended scaffold where DOB asked for a rigging foreman card from a person who identified himself as the foreman and could not produce one, per the violation record. At 18 West 116 Street, Ardsley Construction Services was cited the same day for a supported scaffold system with fish anchor plates and a pulley system not shown on approved plans, and materials DOB said had remained stored on the scaffold for months after erection.

Separately, DOB cited Mark Contracting NY Inc. at 367 Wadsworth Avenue and Central Construction Management at 712 West 176 Street for sidewalk sheds kept up under expired electrical or construction permits, both $1,250 tickets under code B207. At 616 West 46 Street, DM80 Solutions LLC was cited after an inspector found a sidewalk shed already removed without DOB's permission.

A second cluster involves elevator maintenance citations under code B251, failure to maintain an elevator or conveying system, at five addresses: 27 East 29 Street, 1356 Third Avenue, 359 East 68 Street, 51 West 86 Street and 342 West 71 Street. Violation details describe inoperative cab ventilation fans, missing brake-maintenance tags, missing maintenance logs and, at 51 West 86 Street, an out-of-service elevator the inspector flagged as a Class 1 hazard — the only ticket in the batch marked as already paid, at $625.

Other cases in the Thursday calendar include a leaking sewage pipe discharging into an open basement pit at 2588 Seventh Avenue, cited to WHGA Dunbar Housing Development under code B202; an unsupported gas line near a boiler at 29 East 29 Street, cited to an entity listed as 29 East 29th Street NY Owner LLC; and painted-over sprinkler heads throughout Plaza East Hotel LLC's building at 500 East 62 Street. Two tickets at 132 West 45 Street, cited to B K B W Realty Corp (listed c/o Skyline Management per the respondent address), cover hot water heaters installed without pressure relief valves and a lobby sink plumbed without a trap.

None of the 24 records in this batch indicate an injury, a stop-work order, or a Class 1 immediately hazardous designation beyond the elevator citation noted above. All are civil penalties resolved through OATH's hearing process, per the dataset.
