The city's Department of Buildings served 29 new ECB violations dated October 19 across Manhattan, Brooklyn, Queens, the Bronx and Staten Island, according to DOB ECB Violations records. Most carry Class 1 or Class 2 severity and penalties ranging from $200 to $10,000, with hearings scheduled in late December and mid-January.

The heaviest concentration landed at 831 Bedford Avenue in Brooklyn, where Success Developers LLC was served four separate violations on the same date, per DOB records. Inspectors cited the site for work not conforming to the approved site safety plan, for removing a sidewalk shed while roof and setback work remained incomplete, for two exterior stairways to the cellar without required guardrails — the violation notice says inspectors ordered all work stopped within 10 feet of the stairway — and for failing to document a competent-person orientation for workers on the exterior sidewalk. Penalties on the four violations total $8,750, with hearings set for December 23.

A separate Brooklyn site, 7909 10th Avenue, drew three violations in the name of Jonico Construction LLC: work without a required site safety orientation and refresher, failure to maintain a fire extinguisher on site, and a third citation tied to the same excavation-phase inspection, per DOB records. Combined penalties there total $6,250.

The largest single penalty in the batch hit 205-49B Linden Boulevard in Saint Albans, Queens, where DOB cited respondent Peter Hirakis Success for $10,000 over an alleged failure to obey a vacate order — the violation describes a first-floor commercial space reoccupied by a tire shop in defiance of vacate order #Q117/2026, issued March 17, 2026, according to the DOB record. The violation is active; no hearing outcome has been recorded.

At 909 3rd Avenue in Manhattan, DOB issued a Class 1 elevator violation against Southern Blvd I Housing Development for a cease-use condition: an elevator controller fuse allegedly bypassed, defeating overcurrent protection, per the ASME A17.1 code citation in the DOB record. The violation instructs the respondent to repair the condition and email DOB's elevator inspection unit for reinspection before returning the unit to service.

Work-without-a-permit citations were served at multiple addresses, including 144-33 15th Avenue in Whitestone, 108-47 46th Avenue in Corona, and 1813 Jerome Avenue in the Bronx, each carrying a $2,500 penalty, per DOB records. Expired sidewalk-shed permits were cited separately at 202 Foster Avenue in Brooklyn and 35-01 30th Avenue in Long Island City.

Separately, DOB's complaint log shows roughly 100 new complaints entered citywide over the preceding two days, spanning categories from electrical and elevator issues to structural and illegal-conversion complaints, according to DOB Complaints Received data. A complaint is an unverified report, not a finding, and none of those complaints has yet produced a matching ECB violation in this batch.

None of the violations in this set rise to an aggravated level, per DOB's own classification field, and all remain in pending hearing status as of this writing.

What to do next

Anyone with open permits near these addresses should check the DOB-issued violation numbers directly against BIS or DOB NOW before a hearing date arrives — ECB violations carry penalties that escalate if uncorrected and uncontested. The Bedford Avenue and 10th Avenue sites in particular show inspectors returning repeatedly to the same active job; GCs and safety managers on comparable new-building or excavation-phase sites should confirm site safety plans, guardrail installation, and orientation logbooks are current before the next inspection, not after. The Linden Boulevard vacate-order violation is a reminder that reoccupying space under an active vacate order carries among the steepest penalties in the ECB schedule — $10,000 in this case — regardless of commercial pressure to reopen.
