Twenty-four Department of Buildings violations are set for an Office of Administrative Trials and Hearings (OATH/ECB) calendar on October 26, according to OATH/ECB hearing records. Most carry a status of "defaulted," meaning the respondent did not appear or respond by the scheduled date, and most have been rescheduled.
One respondent, L L Construction Develop, faces five separate tickets across two Queens addresses. At 152-21 Roosevelt Avenue in Flushing, DOB records show citations for failure to maintain safety equipment with no guard rails around a roughly 20-by-20-by-10-foot backyard foundation, for failing to provide inspection access to an active worksite, and for inadequate housekeeping after inspectors reported construction debris, plywood and foam insulation in a rear yard. Those three tickets carry total violation amounts of $5,000, $2,500 and $1,250. At 227-15 67 Avenue in Queens, the same respondent was cited for an inadequate fence information panel and for excavation work observed more than 10 feet deep, per DOB records.
In Brooklyn, 5005 5 Avenue drew a $1,000 ticket to RADB Services Inc for a construction fence covered in non-construction signage and graffiti, per DOB records. In the Bronx, On Star Management LLC was cited at 355 Exterior Street over makeshift concrete formwork observed on the 16th floor of what inspectors described as a 40-story new-building job under construction, with a $2,500 violation amount. In Manhattan, Amsterdam Harlem Const was cited at 1861 Amsterdam Avenue for a debris container not meeting code at a five-story new building site where no construction activity was underway at the time of inspection, carrying a $5,000 penalty.
A cluster of Queens tickets against an individual respondent, Traore Youba, at 130-35 230 Street in Springfield Gardens covers six separate violations from a single September 11, 2025 inspection: work without a permit for a brick structure with a roof and door, work without a permit for facade-mounted AC wiring, an oversized rear fence, illegal storage of construction materials, improper rear-yard drainage after plantings were replaced with concrete, and a parking violation for an unregistered vehicle. Combined penalties on those six tickets total $3,010, per DOB records.
Other tickets on the calendar include a $25,000 penalty combination against L L Construction Develop was not part of this set, but a $25,000-range violation at 152-21 Roosevelt Avenue for missing guardrails was. Elsewhere, a Manhattan ticket against SGRC 444 LLC at 440 East 88 Street, tied to cracked cementitious coating on an eighth-floor balcony slab, was resolved "in violation" with compliance status "All Terms Met" and no balance due. A Queens elevator-maintenance ticket against MSK130 LLC at 130 Lenox Road in Brooklyn cited an inoperative zone lock restrictor and a missing interlock cover described in the violation as creating an electrocution hazard, with a $3,125 penalty imposed.
A Staten Island ticket against Nekrasov Dmitriy at 28 Ridge Avenue covers an unpermitted multi-tiered deck structure with a covered roof and a pool, carrying a $2,530 penalty. A Queens ticket against TJAR Group Corp at 185-23 Union Turnpike cited a shoring discrepancy — drawings called for five rakers but only four were installed, with the fifth corner resting directly on concrete without a design drawing to support it — and inspectors flagged the condition as a hazard; the penalty imposed was $6,250.
