DOB's October 8 batch of ECB violations includes three separate work-without-permit citations, per ECB Violations records, plus a string of routine site-maintenance and signage violations across the five boroughs.

At 2709 Amboy Road in Staten Island, DOB cited respondent Idris Mohammed (violation 39207302R, Class 1) after an inspector observed excavation roughly 10 feet deep with no underpinning or earthwork safety measures in place, and no permit on file. The penalty is $2,500.

At 45-32 218th Street in Bayside, Queens, LXC Construction Inc. picked up three separate violations from the same inspection date. One (39560396Y, Class 1, $2,500) cites foundation work underway for a new five-story building with no active new-building permit on file. The other two (39560394K and 39560395M, both Class 2) cite a heavy-duty excavator crossing the public sidewalk without a flagger and without a valid DOT sidewalk-crossing permit, carrying penalties of $2,500 and $5,000.

At 253 Elm Street in Yonkers — the respondent's address of record for a Bronx property at BIN 2054784 — 700 Y & Z Realty LLC was cited (39560390N, Class 2, $1,250) for a construction fence erected around the property line with no fence permit found in DOB's records.

Elsewhere in the batch: a Chelsea building at 641 Lexington Avenue (Northern Manhattan Equities, BIN 1060872) drew a $6,250 Class 1 violation for a service elevator found out of service; a Bushwick site at 183 Wilson Street (Berkowits Realty LLC) was cited for a pipe scaffold missing guardrails and full planking; and a Crown Heights-area site at 41 Madison Avenue (Urban Atelier Group LLC) drew a violation for workers tied off to uncaged rebar columns contrary to approved safety-netting drawings.

All violations listed are ACTIVE with hearings scheduled for December 15-16 and remain unpaid balances as of this record. None of these are confirmed incidents beyond what DOB's inspectors documented — they are agency allegations pending a hearing, not final findings. Contractors working any of these addresses, or holding permits nearby, can look up hearing dates and full violation text through DOB's ECB violation search using the violation numbers above.
