The Department of Sanitation opened three HVAC and boiler replacement contracts in two weeks, and two mechanical shops own the top of all three. Pen Enterprises, Inc. is the apparent low in Brooklyn and Manhattan, both at exactly $9,960,000. ENL Mechanical Incorporated took Staten Island at $9,394,000 and finished second on the other two. Together the three lows come to $29,314,000.

Brooklyn District 11 Garage, 1824 Shore Parkway (EPIN 82725B0003), opened Feb. 20. Nine bids: Pen Enterprises $9,960,000; ENL Mechanical $10,213,000; Dynamic US Inc. $10,291,783; ACS System Associates $11,700,000; AWL Industries $11,755,000; Kordun Construction Corp. $11,914,010; CDE Air Conditioning Co. $12,279,958; Welkin Mechanical $13,098,000; Richards Plumbing and Heating Co. $16,403,000. Staten Island District 2 Garage, 2500 Richmond Avenue (EPIN 82725B0005), opened Feb. 26. Nine bids, and the tightest field of the three: ENL Mechanical $9,394,000; Dynamic US $9,516,880; AWL Industries $9,675,000; Central Mechanical Systems $9,876,543.21; ACS System Associates $10,240,000; CDE Air Conditioning $10,814,250; Pen Enterprises $11,460,000; Richards Plumbing and Heating $11,547,500; Kordun Construction $11,581,263. ENL's margin was $122,880 (1.3%), and the whole field sat within 23.3%. Pen, low in the other two boroughs, finished seventh here.

Manhattan District 12 Garage, 301 West 215th Street (EPIN 82725B0004), opened March 5. Twelve bids, and a photo finish: Pen Enterprises $9,960,000; ENL Mechanical $9,970,000; Kordun Construction $10,336,000; Delphi Plumbing & Heating $10,610,022; Central Mechanical Systems $10,629,700; Dynamic US $11,069,600; AWL Industries $11,125,782; CDE Air Conditioning $11,642,442; ACS System Associates $11,945,000; Vital Plumbing $12,315,000; Welkin Mechanical $12,348,000; Richards Plumbing and Heating $12,828,000. Ten thousand dollars, one-tenth of one percent, separates first from second. Spread: 28.8%. Median: $11,097,691.

All three were advertised in City Record on Dec. 22, 2025, and opened at DSNY's bid room at 44 Beaver Street. The agency's posted results do not include an engineer's estimate. Apparent lows are not awards; each goes through DSNY's responsiveness and responsibility review before an award notice runs in City Record.

Why this matters. Mechanical capacity for city garage work is concentrated. Eight firms bid all three garages, and the numbers show who wanted which one: Pen came in at the same $9,960,000 in Brooklyn and Manhattan and seventh on Staten Island, and ENL was within $253,000 of the low everywhere. If both of Pen's lows convert, one firm carries roughly $20 million of Sanitation boiler and HVAC work at once.

What to do next. Sheet metal, controls, boiler, insulation, electrical and rigging subs should price Pen for Brooklyn and Manhattan and ENL for Staten Island. Watch City Record for the three award notices.

The notices do not break down the difference between bid and award.
