The New York City Department of Environmental Protection has awarded Contract KENS-EAST-WM, the Kensico-Eastview Wetland Mitigation job, to J. D'Annunzio & Sons Inc. for $12,667,000, according to an award notice in the June 30 City Record. The contract, PASSPort EPIN 82626B0030, went out as a competitive sealed bid to a prequalified list in January, with bids due in early March.
The award notice names the winner and the price. It does not list the other bidders, and DEP's bid-results page now shows only its most recent opening, so the rest of the March field is not on a record we could check. This story sticks to what the award notice shows.
The job builds a wetland to replace one the tunnel program takes. DEP's Kensico-Eastview Connection is a new, roughly two-mile deep rock tunnel between Kensico Reservoir and the Catskill/Delaware ultraviolet disinfection facility at Eastview, meant to give the water supply a second path between the two. DEP says the project is required by a federal court decree dated May 15, 2019, and has to be finished before work to cover Hillview Reservoir can begin.
DEP's environmental review found the project would unavoidably disturb about 2.33 acres of wetland and shallow-water habitat at the Kensico campus, mostly through shoreline stabilization and sediment removal near the intake channel, with no room to rebuild it on site. The fix is off-site: a site DEP calls Big Peninsula, on City-owned land southwest of State Route 120 on a peninsula in the northeast corner of Kensico Reservoir, in the Town of North Castle, where the plan calls for about 2.34 acres of emergent and scrub-shrub wetland. Why this matters. Mitigation contracts look like side work, but they are part of the environmental commitments DEP made to build a court-ordered tunnel. The same program's site preparation contract, KENS-EAST-2, went to PJS Montesano JV for $107,654,000 in 2024.
What to do next. Earthwork, erosion control, wetland planting and nursery-stock suppliers should reach D'Annunzio now; wetland builds run on planting windows. Keep an eye on the program's next pieces: DEP had its Kensico-Eastview Shoreline Stabilization contract, EPIN 82626B0017, out for bid this winter with an extended due date.
