The city's Delancey Street safety job came back around, and the same firm is sitting on top. Maspeth Supply Co LLC is the apparent low on the Department of Design and Construction's rebid of project HWM2025 (EPIN 85026B0017) at $47,998,629.36. Eleven bids came in through PASSPort, the last of them on Feb. 4.

The job runs Delancey Street from the Bowery to Clinton Street, plus the Ridge Street intersection, in Manhattan Community Board 3. City Record's notice lists sewer, water main, street lighting and traffic work with it, and carries a federal-aid project number, X761.28. It is heavy civil work on the Lower East Side corridor that feeds the Williamsburg Bridge, with utilities under the street and traffic on top of it.

Maspeth beat second place by $2,870,699.83, or 6.0%. The high bid was 45.8% above the low, and the median was $55,530,000.

The first round tells you how much the numbers moved. DDC opened the original solicitation (EPIN 85025B0058) in July 2025 with 12 bids. Maspeth led that one too, at $49,335,794.60, ahead of NYCC JPL JV at $51,615,461.00 and CAC Industries at $53,721,726.48, with J D'Annunzio & Sons high at $77,979,000.00. That job did not go to contract. DDC re-advertised it as a rebid in City Record on Jan. 9, 2026.

Round two came in tighter and cheaper. Maspeth's new number is $1,337,165.24 (2.7%) below its first. The median fell about $1.04 million, and the low-to-high spread shrank from 58.1% to 45.8%. Nine firms bid both rounds. Tully Construction, Triumph Construction and J D'Annunzio & Sons dropped out; Lady Liberty Contracting and Restani Construction came in. P&T II moved from fourth to second, and CAC Industries fell from third to eighth after raising its price by about $5.9 million.

No engineer's estimate appears in the public bid record, so there is no way yet to say whether either round landed over or under the city's number. The job is on our board as RFI-001771. An apparent low is not an award. DDC still has to confirm Maspeth is responsive and responsible, and the award will show up in City Record when it happens.

Why this matters. A rebid is the city asking the market a second time, and the market answered the same way: Maspeth first, a pack in the low $50 millions behind it. Contractors weighing whether a rebid is worth another round of pricing should note that the top of the field held, the bottom thinned out, and the winning number got cheaper, not more expensive.

What to do next. Sewer, water main, electrical, traffic signal, paving and trucking subs should price to Maspeth Supply now. Resident engineering inspection for this project is procured separately by DDC, so watch City Record for that award as well as the construction contract.

Update, Sept. 28, 2026: City Record published DDC's award of the Delancey Street rebid to Maspeth Supply Co LLC for $47,998,629 on Sept. 3, 2026, noting it was awarded to the lowest bid. A week later, on Sept. 10, City Record listed the resident engineering inspection contract for the same project to TRC Engineers Inc. at $13,833,030.
