A decommissioned FDNY firehouse in Brooklyn drew 12 bids on Feb. 18, and APN Construction Corp. came in lowest at $10,288,483.53. The Department of Design and Construction's project PV957DGRW (EPIN 85026B0058) converts 299 Degraw Street, in Community Board 6, into a home for the Noel Pointer Foundation's non-profit music school.

DDC's scope is a full interior renovation and change of use: exterior masonry restoration, new windows and doors, partial underpinning of the party wall on the west side, and all-new mechanical, electrical, plumbing, fire protection, security, IT and audio-visual systems. The solicitation carries special experience requirements and the city's community hiring requirements.

APN is $1,254,266.47 (12.2%) under Sienia. The middle of the field bunched between $13.8 million and $15.0 million, with the median at $14,337,100, about 39% above APN's number. Neelam's high bid was 111.7% above the low.

No engineer's estimate appears in the public bid record. An apparent low is not an award; DDC reviews the low bidder before it publishes an award in City Record. Our board carries the job as RFI-000799.

Why this matters. A $1.25 million cushion between first and second on a $10 million renovation is wide, and when the low sits that far under the pack, the buyout gets tight. Party-wall underpinning on an old masonry building is where surprises live. Subs pricing to APN should read the underpinning and masonry scope closely before they sharpen.
