DASNY put two new construction ads into the State Contract Reporter overnight, both carrying asbestos or hazardous-materials abatement scope, both due November 19, and one of them restricted entirely to minority- and women-owned firms.

The York College job, at the City University's Jamaica campus, covers exterior lighting, a perimeter fence, and asbestos abatement at the Academic Core Building — and DASNY posted it as open only to minority- and women-owned business concerns, not a goal layered on top of an open bid. Separately, DASNY advertised boiler replacement work in Buildings 16 and 17 at Hutchings Psychiatric Center in Syracuse, which also carries asbestos and hazardous-materials abatement ahead of the mechanical work.

“One of these two ads isn't open to everyone — it's MWBE-only, full stop, not a goal bolted onto an open bid.”

Both ads went up October 14 with the same due date three weeks out, which gives bidders real time to assemble abatement subs — a step firms chasing the York College job can't skip, since the MWBE restriction applies to the prime bidder itself, not just a subcontracting goal.

A third DASNY item is still in the comment stage rather than out to bid: Lehman College's Old Gym and Music Building window replacement, also with asbestos and hazmat abatement, is posted as a Request for Information with its own November 12 response date — a step ahead of an actual bid solicitation, worth tracking as it converts.

Full details for both construction ads and the Lehman College RFI are posted on the New York State Contract Reporter under CRNs 2139752, 2139815, and 2139834.
