OGS split one roof-and-facade job at Creedmoor Psychiatric Center into four separate prime contracts, and the plan-holder counts tell you exactly where the competition will be thin. Ninety-eight firms pulled plans for the general construction contract. Electrical drew 28. HVAC drew 27. Plumbing brought up the rear at 21.

The job itself is straightforward on paper: replace the roofs and repair the facade on Building 73 at the Creedmoor campus in Queens Village, for the state Office of Mental Health. OGS Design & Construction is running it as four parallel solicitations — 45791C (general), 45791E (electrical), 45791H (HVAC), and 45791P (plumbing) — all due October 21. That split is New York's Wicks Law at work: on a public job over the statutory threshold, separate prime contracts for HVAC, electrical, and plumbing are required by law rather than folded under one general contractor.

“Ninety-eight firms are chasing the roof. Twenty-one are chasing the plumbing — that's where the real competition for margin sits.”

Here's what the plan-holder gap actually means for a bidder. Ninety-eight firms looking at the GC package is a crowded bid room — roofing and facade repair draws a wide field because almost any mid-size GC can staff it. Twenty-one firms on plumbing is a different market: fewer shops carry the bonding and institutional experience to touch a psychiatric facility's mechanical systems, and that thin field usually means less price pressure on whoever shows up to bid.

None of these are the only prison or psychiatric-facility jobs splitting four ways this month — the Yonkers Armory is doing the same thing across its own four trades. For a mechanical or electrical sub chasing OGS institutional work, October has turned into a stack of parallel bid dates: watch the plumbing and electrical packages closer than the general contract, because that's where the field is small enough that a competitive number actually has a shot.

Bid documents and the plan-holder lists for all four Creedmoor contracts are posted through OGS Design & Construction's own bid portal under solicitation numbers 45791C, 45791E, 45791H, and 45791P. Bids are due October 21, 2026.
