Two envelopes, one morning. The Village of Babylon opens bids on its Main Dock Bulkhead Replacement and its Beach Canal Dredging at 9:30 a.m. on Thursday, October 15, at Village Hall, 153 West Main Street. The village board set both openings at its September 22 meeting. Mark your sealed envelope exactly the way each notice spells out.

The dock is the bigger one. The existing timber bulkhead comes out and a new vinyl bulkhead goes in, with decking improvements, parking lot reconstruction, new electrical and water pedestals, and site lighting. That's a marine contractor's job with a paving and electrical tail, so line up those subs now. Plans take a $75.00 nonrefundable deposit per set.

The canal job is small and specific. Dredge the Beach Canal boat basin by clamshell bucket to 4 feet below mean low water, about 315 cubic yards, dewater it on-site at the adjacent parking lot, and dispose of it at an approved upland facility. The village's state permit application puts the dredge area at about 16,700 square feet and covers excavation and fill in navigable waters, tidal wetlands and Clean Water Act Section 401 review, and the state notice says the project carries a negative declaration under environmental review. Plans take a $50.00 deposit.

Both bids need a certified check or bid bond, and the dredging notice sets it at 5% of the bid. The village says it encourages minority and women-owned businesses to bid. Here's the comp worth having. In April the village opened four bids on its Lighthouse Road bulkhead, about 157 linear feet of timber bulkhead swapped for vinyl: Atlantic Coast Dock Construction Corp. at $287,598, Waterside Contracting Corp at $288,345, Chesterfield Associates at $296,000 and Brandt Marine Inc. at $345,533. The board awarded it to Atlantic Coast Dock Construction Corp. for $287,598.00. That's the field that showed up for this village's April bulkhead job.

One more thing for your schedule. The village's September 8 minutes say boat season is wrapping up and boats need to be out by November 30. Ask how that lines up with the dock work before you price your mobilization. Plans are at Village Hall from 9 a.m. to 4 p.m. on weekdays, and bids go in by 9:30 a.m. on October 15.
