The Port Authority of New York and New Jersey is bidding the replacement of the Galvin Plaza bridge deck at the Lincoln Tunnel, with proposals due electronically by 2:30 p.m. on October 29.
The job is Contract LT-234.270, listed on the New York State Contract Reporter as CR#2139757, and the deck sits over an Amtrak rail line at the Lincoln Tunnel in New York. The Port Authority's ad says the work is done as its engineer directs, under work orders the engineer issues.
The posting carries an estimated value of $80 million to $90 million. Note the date mismatch: the State Contract Reporter listing shows an October 30 due date, but the Port Authority's own advertisement says October 29 at 2:30 p.m., electronic upload only -- go by the Port Authority's own notice.
Before you spend estimating hours on this one, check the prequalification bar. The ad says a bidder must show it has worked on at least two projects of similar size and type in the past five years, and on at least one project on or near a railroad, with rail access, rail safety rules and close coordination with the railroad. Recent Amtrak experience gets preference. A bid from a firm that does not meet those requirements will be thrown out as non-responsive, whatever the price.
The scope itself is heavy civil and specialty work: protective shielding built over the live tracks, steel reinforcement, a new concrete deck, expansion joints, a wearing course, painting, signage, and asbestos and lead-paint removal, plus traffic protection for tunnel approach traffic.
