Award goes to the lowest grand total across those unit-priced lines, and the contractor has 30 days from purchase order approval to finish. Quotes have to stay valid for 90 days. There's no numeric M/WBE goal, but a NYS-certified MWBE firm within 10% of the low bid gets treated as the apparent low bidder under state law -- worth knowing if you're an MWBE shop sizing this up. Prevailing wage applies, and bidders need a NYSDOL contractor registration certificate under Labor Law 220-i at time of bid.
This job isn't open to just anyone: the prime or a sub has to be a NYS-licensed asbestos abatement contractor and an EPA RRP-certified firm, since the work involves disturbing lead-based paint.
