For a GC or a mechanical sub, the practical question is where the detector goes on the rough-in schedule and who's buying it. Right now that's still open — the proposed text will spell out placement (near gas appliances, per floor, per unit) and who's responsible for installation, most likely ending up on the electrical or fire-alarm trade depending on how HPD writes the final language.
Let's say you've got a gut renovation with new gas risers going in for winter occupancy. If this rule finalizes before your CO application, you don't want to find out at final inspection that your low-voltage or life-safety sub never priced a detector run. Bake a placeholder line item into your estimate now — pulling it later if it doesn't apply is cheaper than a change order after the walls close.
