Nobody's handing you the plan-holder list on the Baruch College facade job. DASNY opens bids Wednesday at 2 p.m. — FISP Cycle 9 restoration plus asbestos abatement on the Lawrence and Eris Field Building at 17 Lexington Avenue, solicitation 390740/C858 — and normally you learn who you were up against after it's over. Except two of them already told you. In public, for free.

Here's the method. When a prime — the GC whose name goes on the contract — plans to bid a New York State job carrying M/WBE goals (minority- and women-owned firms) or SDVOB (service-disabled veteran-owned), it has to advertise for subs on the NYS Contract Reporter. Each ad names the prime who placed it. Count the ads, count the field.

On Baruch, two hands are up: GPA Environmental Group Inc. (CR#2137819, sub numbers due today) and Lanmark Group Inc. (CR#2137925, due Wednesday). DASNY puts that job at $1.8 to $2.1 million. Across the river, City Tech's Namm Building hot water perimeter heating plus abatement at 300 Jay Street — solicitation 3714009999, bids Thursday at 2 p.m., and DASNY's own published range is $18.5 to $19 million — pulls Vernon Construction & Development LLC (CR#2137600, today) and Lanmark again (CR#2137926, Thursday). Same prime, both CUNY jobs, back-to-back days. One of them is chasing a two-million-dollar facade and a nineteen-million-dollar mechanical job in the same 48 hours.

Now, why does this lane exist? Because the goals have teeth. DASNY posts the same split on both jobs: 18 percent MBE, 12 percent WBE, 6 percent SDVOB. Let's say a job like that runs $10 million — that's $1.8 million that has to reach minority-owned firms alone, lined up and documented, and you have to show you went looking. The ad is how you show it. Today's NYSCR open-construction list: 269 ads, 169 agency solicitations, 79 primes hunting subs. Forty-eight mention MBE, WBE, DBE or SDVOB — and 46 of those 48 are contractor ads, not agency ads. 106 of the 269 are NYC-metro.

Upstate is where it gets loud. Conklingville Dam foundation remediation and concrete repair — an OGS job at Hadley, Saratoga County, project 47164CE, CR#2137072, bids 8/19 — has seven prime sub-ads chasing it: three from Kubricky-Jointa Lime, two from Harrison and Burrowes Bridge Constructors, plus CD Perry and The Wesson Group. Highest concentration on the whole open-construction list. DASNY's Rockland Psychiatric Center nursing cores at Orangeburg (CR#2136926) shows four, two of them Vernon's. Kingston Point Park Phase 2 in Ulster County (CR#2137582) drew three — Ben Ciccone, James H Maloy, DelSignore Blacktop Paving — all advertising 8/14, all wanting numbers by 8/25.

Now the honest part. A sub ad proves a prime is pricing the job. It doesn't prove the prime bid — and no ad doesn't mean no bidder, since a prime already meeting its goals, or self-performing the work, may never advertise at all. So don't say only two firms are bidding Baruch. Say two primes advertised for subs: that's a floor, and a floor beats a guess.

One trap, and it'll cost you a job. The date the portal shows isn't always the date the prime wants your number. Preferred Construction has two ads with an NYSCR close of 8/28 that say otherwise right in their titles: CR#2137977, Yaphank Correctional Facility renovation, reads "DUE Aug 21" (7 percent MBE, 5 percent WBE); CR#2137975, SUNY Stony Brook Student Activities Center ADA vestibules, reads "Due August 19" (6 percent SDVOB, 11 percent MBE, 19 percent WBE). Filter by the date field and you miss both by a week. Read the title, not the field.

Update, Aug. 22, 2026: DASNY has extended the bid date on the City Tech Namm Building heating package to Thursday, Aug. 27, 2026, at 2:00 p.m. (solicitation 3714009999, unchanged).
