The pre-bid site visit is September 10 at 10 a.m. at the armory — for a renovation of a century-class drill hall and its support spaces, walking the building is not optional. Plans and specifications went up August 26 through the state's electronic bid system. Participation goals run 15 percent MWBE and 3 to 6 percent SDVOB per contract.

The Wicks structure is the opportunity for mid-sized firms: each trade prime contracts directly with the state, no GC markup in between, and a $1-to-3-million package is exactly the size where a strong Westchester or Bronx mechanical or electrical shop competes on even footing. The coordination burden that comes with separate primes is the price of that access — bid the interface work, not just the trade work.
