Five subcontracting notices hit the NY State Contract Reporter this week, all MWBE or SDVOB outreach — the kind of listing a small shop actually chases, because the prime already has the job and just needs the trade filled. Lanmark Group, Inc. is looking for MBE and WBE subs on the DDC HVAC upgrade at the Brooklyn Children's Museum, 145 Brooklyn Avenue — due September 16 (RFI-001753). A day later, September 17, four more land at once: a chiller replacement at 130 West 56th Street in Manhattan for DDC (RFI-001754), foundation remediation and concrete repair at the Conklingville Dam in Hadley (RFI-002024), short water main replacements in Brighton and Irondequoit (RFI-002291), and underground utility repair at the University at Buffalo (RFI-002257 for the prime listing, RFI-002296 for the matching sub outreach).

None of these five carry a published value on our board — that's normal for a sub-solicitation posted through NYSCR, where the dollar figure sits with the prime's contract, not the outreach ad. What they share is the calendar: four of five close September 17, so if you're chasing MWBE credit on a chiller swap, a dam repair, or a water main job, you've got about a day to get a quote in.

Meanwhile the SCA posted something with real teeth. PS 171 Peter G. Van Alst in Astoria, Queens is getting a full DCAS electrification — heat pump conversion, flood elimination, electrical service upgrade, fire alarm work, and general construction trades from concrete through finishes (RFI-001724). SCA's own listing puts it in the 'Over $4M' size class, with a 770-day completion clock and liquidated damages of $3,000 a day if you blow it. Bids are due 12:30 PM on September 16.

Here's the catch that should stop you before you build a number: the mandatory pre-bid walkthrough has already happened, and only firms that attended can bid. If your estimator wasn't in that room, this one's off the table no matter how good your numbers look. M/W/LBE goals are set at 30% and a Project Labor Agreement applies — so even qualified bidders are working inside union rules and a real subcontracting target, not just a low number.

For everyone else on this list: two NJDOT lettings also crossed the board this week — a Route 1 bridge widening over the Raritan River in Middlesex County (RFI-002129) and a multi-county drainage restoration job spanning seven South Jersey counties (RFI-002130), both due September 17. Neither is an NYC job. If you're not already prequalified with NJDOT and bonded for New Jersey work, these aren't worth the estimating hours this week — file them as out-of-market and move on.
