That's not a coincidence a small contractor should ignore; it's a chance to price both if you can cover the trades, or to know your competition is walking the same halls that morning.

The HVAC scope is small and specific: four rooftop units swapped out, two cooling units serving the server room replaced, and two warehouse heating and ventilation units repaired or replaced. It's a full small-business set-aside, and FEMA wants every line item priced — an incomplete line-item breakdown makes your offer ineligible for award, full stop. Neither has a public dollar estimate, which is typical for these smaller federal set-asides — you're pricing off the SOW and the drawings, not a published budget. Both close Monday. If you've got HVAC and GC capability under one roof, or two shops that talk to each other, this is a two-for-one shot at a federal small-business set-aside on the same job site.

Two other packages worth a smaller shop's attention this week carry their own gate before you can even bid. Brookhaven National Laboratory (RFI-001599) is running a Basic Ordering Agreement for civil services — concrete, masonry, clearing, excavation, drainage, asphalt milling and paving, landscaping — as task orders issued over a base year with four annual renewal options at the lab's discretion. It's a small-business set-aside under NAICS 238910, but registration closed August 31 and the mandatory pre-proposal meeting and site visit already happened September 2, in two parts, both mandatory: an 11:00 a.m. hybrid overview and a noon site visit at Building 101. If you weren't registered and didn't attend both, you don't qualify — proposals close 4:00 p.m. September 14 regardless.

The VA's flooring replacement at its Castle Point Physical Therapy space in Wappingers Falls (RFI-001760) is a much smaller, more approachable job — replace the flooring in one PT space, carried internally as project 620-26-15HPT — but it still requires an active SAM.gov registration in place before you submit, and offers close at 9:45 a.m. on the same September 14 date as the FEMA packages. If your registration has lapsed, that's this morning's first task, not next week's.

One local job to flag for a bid-date correction: the Village of Spring Valley's Francis Place Culvert Replacement in Rockland County (RFI-001357) — excavation, culvert work, sidewalk, bridge rail and paving — has moved its bid date to September 15. The county runs this through the Empire State Purchasing Group's BidNet portal, and the notice is explicit that only documents pulled directly from that portal come with the actual drawings and addenda. A set pulled from anywhere else isn't official — worth confirming before you build a number around it.

For shops chasing federal small-business work in this region, the week's real lesson is the calendar discipline: two FEMA packages closing the same day at the same site, a BNL agreement that already locked out anyone who missed a September 2 site visit, and a VA job that needs registration paperwork sorted before submission day. The dollar figures aren't posted on any of these — that's normal for set-asides this size — but the deadlines are firm, and firm is what matters when the number isn't public yet.
