Seven new-building permits landed with the city's Department of Buildings between August 8 and August 21, and together they add up to 631 apartments spread across four boroughs. Every one of them is still at the filing stage — plans in, dirt not moved, no bid package written yet, no GC named anywhere in the record.

In Crown Heights, Brooklyn, owner Shimon Brach filed for an 8-story, 170-unit building at 1027 Dean Street, with 81 residences and 17,168 square feet set aside for manufacturing space. In East Harlem, developer Aviv Ben Avi filed for a 17-unit rental building at 299 East 103rd Street, sitting near the future Second Avenue Subway Phase 2 corridor. In Parkchester, the Bronx, Marash Voka filed for a 20-unit building at 1552 Leland Avenue, and demolition permits for the existing 3-story structure on that site went in the same month. Downtown Brooklyn got the biggest filing of the batch: developer Shimon Klein's 297-unit, three-tower complex spanning 147 and 149 Lawrence Street and 485 Fulton Street. In Gravesend, Brooklyn, Joel Landau's Emerald Developers filed for a 55-unit building at 101 Lake Street. East New York picked up a 40-unit mixed-use building at 320 Essex Street, filed by owner Balkar Singh. And in Woodside, Queens, Markiel Chulpayev filed for a 32-unit building at 43-27 56th Street (New York YIMBY, The Real Deal permit roundups, Aug. 8–21).

None of the seven filings name a GC, and most don't carry a construction timeline either — that's normal for this stage, and in New York, paperwork can sit for months before anybody breaks ground. But that's exactly the window where a sub gets ahead of the pack: the owner and architect are locked in now, and the GC selection that follows is where the actual bid packages start moving.

The move right now is direct outreach — call the architect's office or the ownership group named on the filing and get your firm on the radar before a bid list even exists. Monitor DOB NOW for any of these seven addresses if you want the paper trail yourself; that's where a GC-of-record update will show up first, ahead of any bid posting.
