A joint venture of Skanska, Posillico and Lane, working with Flatiron and Dragados under the banner SPC-Lane-FlatironDragados, marked the start of tunneling on the Palisades Tunnel project, according to an October 25 report from Associated Construction Publications.

The Palisades Tunnel is part of the broader Gateway Program, the multi-decade effort to add rail capacity between New Jersey and Manhattan under the Hudson River. Unlike the Hudson Tunnel's river crossing, the Palisades segment runs beneath the New Jersey Palisades themselves, carrying new Amtrak and NJ Transit tracks from the new Hudson tunnels to existing rail infrastructure in New Jersey.

Start-of-tunneling events mark the beginning of years of excavation work before any finish trades mobilize; a project at this scale typically sequences dozens of subsequent solicitations for ventilation, electrical, trackwork and systems work as the bore advances. None of that downstream work has yet surfaced on agency bid portals tracked by The RFI Wire.

The Gateway Program's contracting has historically gone through the Gateway Development Commission and Amtrak directly rather than through NYC or NY state agency portals, so contractors should watch those channels specifically rather than city or MTA bid boards for Palisades-linked work.

What to do next

Heavy civil and tunneling subs should register directly with the joint venture partners — Skanska, Posillico, Lane, Flatiron and Dragados all run their own subcontractor prequalification channels — rather than waiting for the work to appear on a standard city or state bid portal, since Gateway-related contracting runs through the Gateway Development Commission and Amtrak.
