The Port Authority put the industry on notice this week: on or about October, it intends to release a request for proposals for expert engineering services supporting the Midtown Bus Terminal replacement — the roughly $10 billion program rebuilding the world's busiest bus terminal into a new 2.1-million-square-foot facility, with storage and staging buildings, permanent ramps and deck-overs, all phased so buses keep running through construction.

The coming contract is the program's technical backbone: an as-needed, five-year engineering consultant working task orders across the program's federally funded projects — design reviews, quality-assurance and construction inspection, materials engineering, land surveying, cost estimating, scheduling, building information modeling and maintenance of traffic. Big program-management and engineering firms will fight hard for the prime seat.

Two things to understand about this notice. First, it is advance warning, not a solicitation — there is no proposal date, no pre-proposal meeting, and the Port Authority won't take questions until the RFP itself posts. If you've seen an October 30 date attached to this item elsewhere, treat it as an ad-system placeholder, not a deadline; the agency's own notice sets none.

Second — and this is the part smaller firms should act on — the Port Authority is already accepting names for its interested-subcontractors list tied to this contract, through its professional-services opportunities page. Because the work rides federal money, expect federal disadvantaged-business participation requirements when the RFP lands. Certified cost estimators, schedulers, inspection outfits, surveyors and BIM shops that get on that list now put themselves in front of every prime assembling a team this fall — before exclusivity handshakes happen.

The strategic read: agencies hire the program engineers first and the builders after. When a $10 billion program staffs up its design-review and inspection bench, the construction packages are coming up behind it. This is the starting gun, a month early.
