That number puts it ahead of every MTA design-build package currently out to bid, and it's a single prime contract — one general contractor holds the whole scope, not a split-trade package. It also runs under a Project Labor Agreement, which means the winning GC signs onto PLA terms for wages, dispatch, and jurisdiction before the first shovel goes in the ground. If you've never bid a PLA job, budget time to read that agreement before you price labor — it changes your subcontractor math on union signatory requirements and local hiring provisions in ways a non-PLA state job doesn't.

OGS runs design and construction for the state's own buildings — armories, office towers, university labs — and a nine-figure division headquarters is a generational bid for the GCs who chase that kind of work. The listing, 47637-C in OGS's own system, is public already; what isn't public yet is who's pulled the plans. Expect the plan-holder list to tell you more about the competitive field than anything else available before bid day.

For an Albany-area GC or a statewide prime with bonding capacity north of $100 million, this is the job to clear calendar for.
