NYC Housing Preservation and Development just registered a $3.76 million amendment to its FY27 Asbestos Testing and Abatement contract, and the money goes to an agency, not a contractor: the New York City Housing Authority itself. The contract runs under a multiple-awards structure, is non-M/WBE, and covers work citywide through February 2028, according to NYC Comptroller's Checkbook NYC.

Multiple awards means HPD isn't locking in one abatement firm for the whole portfolio — it's keeping a bench of contractors NYCHA can call on development by development, which is how you handle asbestos risk spread across more than 300 developments instead of pretending one crew can cover it all.

This is the second HPD-to-NYCHA asbestos payment logged in the past week: HPD previously sent NYCHA $10.3 million for the same testing-and-abatement push across the portfolio. Add this $3.76 million amendment and HPD has now registered just over $14 million specifically to chase asbestos risk through NYCHA buildings this cycle alone.

If you're an abatement contractor with NYCHA pre-qualification, this is the signal: HPD isn't done writing checks for this program, and a multiple-award structure with a 2028 end date means more task orders are coming, not fewer.
