The New York State Office of General Services is building a new Division Headquarters for the National Guard on Heritage Lane in Albany, and unlike this week's multi-trade armory splits, it's going out as a single general construction prime contract covered by a Project Labor Agreement — meaning the winning GC signs on to a pre-negotiated union labor framework for the whole job rather than assembling trade packages piece by piece.

OGS Design & Construction lists 108 firms as having pulled plans under solicitation 47637, a plan-holder count that puts it among the more closely watched state jobs on the board right now — though plan-holders are an interest signal, not a bidder list, and the real count won't be known until the October 21 opening.

“A PLA sets wage rates and hiring-hall rules for the whole job before a single sub prices their piece.”

A single-prime PLA job changes the calculus for subs too: a PLA sets wage rates, dispute procedures, and hiring-hall rules upfront, which can simplify labor sourcing for a GC chasing a big institutional build but also means subs need to confirm which locals the PLA covers before pricing their piece.

Bids open October 21. Any GC or sub weighing this one should pull the PLA language now — a labor agreement that reaches into every trade on the job is worth reading before, not after, the number gets locked in.
