The MTA's Construction & Development division has four separate design-build procurements out for bid within a three-week span this November, according to the agency's own solicitation postings: Station State of Good Repair Work Package 3 (bidding November 3), Track Intrusion Detection Systems at two stations (November 9), Second Avenue Subway Phase II systems, finishes and entrances (November 10), and the West Hempstead and Winfield substation replacements (November 17, Nassau County).
All four are listed as "Step II" procurements, which means the shortlisting already happened — these bids are open only to teams the MTA already cleared in a Step I qualifications round. That's a narrower field than a standard public bid, and it means a GC or engineering firm that didn't submit Step I qualifications months ago has no path onto any of these four jobs now.
“Step II doors close at qualifications — by the time the bid date shows up on a calendar, the field is already set.”
Design-build packages bundle design and construction into one contract with one team on the hook for both, which is the MTA's default delivery method for its bigger capital work these days. The Second Avenue Subway Phase II systems and finishes package is part of the same extension project the MTA put out to bid for finish work earlier this fall; this Step II solicitation covers the systems, entrances and ancillary buildings scope separately.
No plan-holder counts or bidder lists are available yet for any of the four — the MTA's own current-opportunities page does not publish that data pre-bid, and nothing here should be read as a signal of how many firms are actually chasing each package.
What to do next
If your firm cleared Step I qualifications on any of these four, the November 3 and November 9 bid dates are the near-term ones to calendar first. For everyone else, the lesson is upstream: Step II design-build doors close at the qualifications stage, so the move is tracking the MTA C&D current-opportunities page for the next Step I notice rather than waiting for a Step II posting to show up. The Second Avenue Subway Phase II date (November 10) is worth watching even from outside the bid room — it's the clearest read yet on how the agency is sequencing the extension's finish-out work.
