Nothing at the line-construction level on the Interborough Express is biddable today, and that's not an oversight -- it's where the project sits. Environmental review has to clear before stations, guideway or the maintenance facility can go out to bid, and that review isn't finished. Check MTA Construction & Development's own live Current Opportunities page and you'll find zero IBX-specific solicitations posted as of this writing. The only prime engagement currently active on the project is the design and engineering contract under the Jacobs/HDR joint venture.

The one piece of IBX work with an actual award target on the calendar isn't a standalone Wilson Avenue contract -- it never was. MTA Construction & Development's own Upcoming Opportunities page, last updated Sept. 14, lists Wilson Avenue/Canarsie Line as one of seven stations bundled into a single design-build package it calls "ADA Package 12": Forest Avenue/Myrtle, Wilson Avenue/Canarsie, Spring Street/8th Avenue, Van Siclen Avenue/Fulton, 88th Street/Liberty, Avenue N/Culver, and 207th Street/Broadway-7th Avenue. Budget tier: over $100 million. No solicitation number exists yet, and the mid-2027 award target this paper reported for Wilson Avenue now reads as the award date for the whole seven-station package, not a Wilson-only job -- MTA hasn't separately confirmed a date for Package 12 itself, but a station bundled into one contract gets one award date. A firm chasing this work needs the balance sheet to carry a $100 million-plus, multi-site job, not a single-station retrofit.

MTA C&D runs large design-build work on a two-step process, and it has three comparable ADA packages moving through it right now -- Package 8 (proposals due Oct. 8), Package 10 (due Oct. 13) and Package 11 (due Oct. 16). Package 12's solicitation is targeted for early 2027, next in that same line. Step one is a Statement of Qualifications, scored pass/fail on completeness, legal capacity and financial capability -- a surety letter is required at this stage, before any RFP exists. MTA shortlists up to four teams. Step two is the RFP, issued only to those four, scored on team, technical approach and past performance, with schedule weighted heavily. If Package 12 follows Package 11's calendar, a firm that isn't already prequalified, bonded and registered by the time the RFQ posts isn't making the shortlist.

None of that first step is IBX-specific, and a contractor should be doing it regardless of whether Package 12 ever posts. MTA Construction & Development won't release a solicitation document to a firm that hasn't cleared its portal gate first: register as a bidder/vendor at My MTA Portal (mymta.info/vendor), a hard requirement confirmed on the agency's own live solicitation notices. Register or renew with SAM.gov under a current Unique Entity ID -- MTA's own boilerplate still asks for a DUNS number, which the federal government retired in 2022, so don't chase one. Keep a current New York State Department of Labor certificate of registration on file; it's been mandatory on every MTA construction bid since Dec. 30, 2024. Then watch three places for anything that posts: the NYS Contract Reporter, MTA C&D's own Current Opportunities page, and the portal's cross-agency search. Keep your Supplier Portal contact information current -- that's the channel MTA uses to notify registered vendors when Package 12 goes live.

MTA doesn't run one IBX-wide MWBE/DBE/SDVOB number; goals are set per contract, tied to the funding source, and administered through MTA's Contract Compliance Unit. The clearest planning yardstick available right now is Package 11, the most recent comparable ADA design-build contract: goals of 15% MBE, 15% WBE and 6% SDVOB over a roughly three-and-a-half-year term -- a reasonable estimate for Package 12, not a confirmed match. Certification has to happen before a solicitation drops for participation to count toward the goal, through Empire State Development for MWBE and NYS OGS for SDVOB. Federal funding alone doesn't guarantee a goal either -- a 100%-federally-funded IBX financial-advisory RFP posted this spring with goals listed simply as "No Goals." If certification matters to your bid strategy, start now; MTA won't backdate it.

For specialty trades that can't wait for a station package to post, there's one door open on IBX today. BQ Rail, a newsletter that tracks MTA's own contract-progress filings, counted 36 subconsultants already retained under the Jacobs/HDR contract as of June 2026 for survey, geotechnical and structural inspection work -- a figure not yet independently confirmed against MTA's original report, but the real channel for those trades right now, since no MTA-issued IBX construction solicitation exists. Financial and business-advisory firms have a separate track: MTA headquarters, not Construction & Development, posted a $1 million-to-$5 million advisory RFP this spring; it closed in May and award status is unconfirmed.

Every concrete date on the board right now: the Draft Environmental Impact Statement, targeted before the end of 2026. ADA Packages 8, 10 and 11 proposals, due Oct. 8, 13 and 16. Package 12 -- Wilson Avenue and six other stations -- targeted for solicitation in early 2027, with an award MTA has previously pointed to for mid-2027. The Jacobs/HDR design contract, running through 2027. And the outer edge MTA itself has put on the record: MTA Chair and CEO Janno Lieber told reporters this month that IBX "will take at least five years to complete" -- 2031 at the earliest. Treat that as a floor, not a schedule.

What to actually do this month: register as a bidder/vendor at My MTA Portal if you haven't already -- it's free, and it's the gate. Confirm your SAM.gov registration carries a current Unique Entity ID. Pull your NYS DOL certificate of registration and make sure it's current. If MWBE, WBE or SDVOB credit matters to your bid strategy, start certification now, not after Package 12 posts. Talk to your surety -- the SOQ stage requires a letter in hand before the RFP even exists. Bookmark MTA C&D's Upcoming Opportunities page and watch for "ADA Package 12" by name. If you're survey, geotechnical or structural-inspection work, reach into the Jacobs/HDR subconsulting chain directly rather than waiting on MTA C&D.
