OATH/ECB records show a batch of hearings completed on September 24 and 25 ended in findings of "in violation" against building owners and contractors across the city, on cases the Department of Buildings had already flagged during inspections.
Two of the cases involve elevators found out of service. At 2260 Barker Avenue in the Bronx, per DOB records, an inspector responding to a 311 complaint on December 30, 2025 found an elevator out of service in a seven-story building, a violation the department classified as a hazardous condition under 1 RCNY 11-02. The respondent, listed as MVP Housing Development Fund Corp., faces a $3,125 penalty that remains unpaid, according to the record. At 3873 Orloff Avenue in the Bronx, an inspection on August 7, 2025 found an elevator out of service in an eight-story building — also cited as a hazardous condition under the same code section. The respondent, Parkash 3873 LLC, faces a $6,250 penalty, per DOB records, with the balance still due.
A third elevator case closed out: at 520 Amsterdam Avenue in Manhattan, an elevator found out of service on July 17, 2026 drew a $1,250 penalty against Cleo Realty Associates. DOB records show that penalty has been paid in full and the case marked "all terms met."
Safety-equipment violations at an active Brooklyn construction site drew three separate citations against the same respondent. At 77 Woodbine Street in Brooklyn, DOB records describe an inspection on July 21, 2025 that found a missing guardrail system across three balcony levels, a lack of overhead protection for an adjacent property, and a failure to maintain required safety documents on site, including a neighbor's agreement and sidewalk-shed drawings. The respondent, MOD Consultants LLC, faces combined penalties of $8,750 across the three tickets, per the record, none of it yet paid.
At 40 Wooster Street in Manhattan, DOB records describe a rooftop guardrail system with netting found loose or missing in areas, plus a ladder set up at the site, cited July 16, 2026. The respondent, JS Realty Development LLC, faces a $2,500 penalty that remains unpaid. At 77 Reade Street, a sidewalk shed at an adjoining Chambers Street address was cited the same day for posts that were not plumb and leaning toward the sidewalk; the respondent, Reliable Enterprises Inc., faces a $2,400 penalty.
Several cases involved failures to comply with a Commissioner's order rather than a fresh field violation — a category DOB uses when a prior violation goes uncorrected. NY Proconstruction Inc., cited at 3149 Fulton Street in Brooklyn, and 1100 Clay Ave. Bronx LLC, cited at 1100 Clay Avenue in the Bronx, both drew penalties for failing to file a certificate of correction or corrective action plan on earlier violations, per DOB records.
One residential case in the Bronx involved multiple violations at a single address: at 242 Kearney Avenue, DOB records describe unpermitted plumbing and gas-line work, an illegally occupied cellar apartment, and unpermitted electrical wiring, all cited March 18, 2025 against respondent Valerie Romano, with combined penalties of $6,250.
