The Department of Buildings' Environmental Control Board served more than twenty new violations across the five boroughs on October 23, according to DOB ECB Violations records, with penalties ranging from $500 to $10,000 and all hearings still pending.
The largest penalty in the batch, $10,000, went to a Class 1 violation at a site tied to Centurion Companies Inc. in Staten Island (BIN 5047236), where inspectors reported structural steel erection work in progress without adequate protection for an adjacent property, per DOB records. The hearing is scheduled for January 6.
At 48-02 25th Avenue in Queens (BIN 2011437), tied to Mega Contracting GP LLC, DOB cited a Class 1 violation carrying a $5,000 penalty after inspectors reported a supported scaffold above a seventh-floor working deck installed without required clearance from the face of the building, per DOB records. That hearing is set for January 15.
A Bayside-based company, Wing Jay Construction Inc., was served two separate violations the same day tied to the same four-story alteration site at 310 Nevins Street in Brooklyn (BIN 3342324) — one Class 2 citation for a worker who reportedly hid from inspectors seeking site access, and a second Class 1 citation for materials stored on the public sidewalk beneath an active shed, per DOB records. Penalties totaled $5,000 between the two.
Several violations cited unpermitted electrical work: a $2,500 Class 1 citation at 1511 10th Avenue in Brooklyn tied to Prospectus Inc. for open junction boxes and live wiring without a permit, and a separate $2,500 citation in Staten Island tied to respondent Shetia Sayed for cellar wiring installed without a permit, following a prior corrective-action request issued in July, per DOB records.
A stop-work order violation was also recorded in Queens, where DOB cited KC Expediting Inc. for continued construction — including completed excavation, foundation work and CMU construction — at a site under a full stop-work order, with no sheeting-shoring-underpinning documents available on site, per DOB records. That Class 1 violation carries a $2,500 penalty and a January 15 hearing.
The remaining violations in the batch covered sidewalk sheds out of code, job-site fencing deficiencies, unregistered boilers, inoperative elevator safety equipment, and failure to maintain required site documentation — all logged as Class 1 or Class 2 violations with hearings scheduled between December 29 and January 15, per DOB records.
Separately, DOB's complaint system logged roughly 100 new construction-related complaints over the same two-day window, spanning elevator, plumbing, construction-safety and zoning categories across all five boroughs, per DOB Complaints Received records. A complaint alone is an unverified allegation, not a finding, and most carry no disposition yet.
