DASNY set an October 29 bid deadline for façade restoration and hazardous-materials abatement at Newman Hall on CUNY's Baruch College campus in Manhattan, under a solicitation reserved only for Minority, Women and Small Business Enterprises.

The job covers façade restoration work and abatement of lead-containing coatings, according to DASNY's posting. Bids are due at 2 p.m. on October 29 as competitive public bids, with the contract carrying goals of 18% MBE participation and 12% WBE participation.

“Setting the whole solicitation aside for MWBE and small-business firms is a different bar than attaching a subcontracting goal to an open bid — the prime itself has to qualify.”

Setting the entire solicitation aside for MWBE and small-business firms, rather than attaching an MWBE goal to a standard open bid, means every prime bidding this job has to qualify under those certifications itself — not just staff the subcontracting line with certified firms. That's a different calculus than the MWBE subcontracting goals attached to most DASNY work, and it narrows the bidder pool to firms that already hold the certification or can get it before the clock runs out.

DASNY has not posted a plan-holder list for this solicitation as of this morning, so there's no public read yet on how many certified firms are circling it.

Newman Hall sits on Baruch's campus alongside the college's other academic buildings, and façade and hazmat work on CUNY-system buildings has been a steady lane for DASNY this fall — the agency registered $14.3 million across six CUNY-linked contracts in the past week alone, per DASNY's own postings.
