Creedmoor Psychiatric Center's Building 73 is getting new roofs and a facade repair, and like the Yonkers Armory job this week, the state split it into four separate prime contracts. General construction (OGS 45791C) leads with 98 plan-holders. Electrical (45791E) has 28. HVAC (45791H) has 27. Plumbing (45791P) has 21. All four bid October 21, per NYS Office of General Services Design & Construction, acting on behalf of the Office of Mental Health.
Same mechanism as the armory job: a Wicks Law split, four prime contracts instead of one GC carrying the trade work. The pattern across both OGS jobs this week is consistent — general construction packages draw triple the interest of the mechanical and electrical trades riding alongside them.

The gap here is actually tighter in absolute terms than at Yonkers — 98 plan-holders on the GC side versus 21 to 28 on the trade packages is still roughly 4-to-1, but the trade packages are shallower pools in raw numbers. Twenty-one firms on plumbing is a thin list for a state psychiatric campus job; if even a handful don't convert interest into a bid, OGS could open that package to very few actual numbers on the 21st.
Plan-holder counts are not bid counts. These are firms that pulled the Building 73 plan set from OGS — a measure of who's thinking about the job, not who's going to show up with a number. The agency hasn't posted results yet because the bid date hasn't happened.
Mechanical and electrical subs chasing state institutional work: both the Creedmoor roof job and the Yonkers Armory split bid in the same week — October 14 and October 21 — with similarly thin trade-package interest lists. If your shop can staff both, this is a two-job week; if you can only chase one, the smaller plan-holder counts on Creedmoor's trade packages may mean less competition for the number you put in.
