The New York State Office of General Services split a single roof and facade job at Creedmoor Psychiatric Center into four separate prime contracts, and the plan-holder lists show a steep drop-off as the trades get more specialized. All four bids are due October 21, according to OGS Design & Construction solicitation records.
The job covers Building 73 at the Queens psychiatric campus: new roofing and facade repair, split into a general construction contract (OGS45791C), an electrical contract (OGS45791E), an HVAC contract (OGS45791H), and a plumbing contract (OGS45791P). OGS is managing the project on behalf of the state Office of Mental Health, which runs Creedmoor.
“Ninety-eight firms pulled the general construction documents. Twenty-one pulled plumbing. That's the bid room before anyone's even opened an envelope.”
The plan-holder counts run from a crowd to a handful. The general construction package has 98 firms on its plan-holder list, the electrical package has 28, HVAC has 27, and plumbing trails at 21. That's a typical shape for a multi-prime job — general contractors chase almost everything with a roof or a facade in the title, while the mechanical trades only draw firms that specialize in that scope — but the spread here is wide even by that standard, and a plan-holder list is only a sign of who pulled documents, not who will actually submit a price.
New York's Wicks Law requires public building projects over a set dollar threshold to be bid as separate prime contracts for general construction, electrical, plumbing and HVAC instead of one contract with subcontractors underneath — which is exactly the structure here. For a GC pricing the general construction package, that means no markup on the other three trades' work, and no control over who the state hires to do it.
October 21 is already a busy day in Albany's OGS pipeline. The agency's own elevator replacement at its Long Island City services building and the National Guard's new division headquarters on Heritage Lane both carry the same bid date, putting three unrelated OGS lettings on one calendar square this week.
OGS has not posted bid tabulations for any of the four Creedmoor contracts; solicitation details are available through the agency's Design & Construction bid listings under solicitation numbers OGS45791C, OGS45791E, OGS45791H and OGS45791P.
