Come February 1, 2027, Empire State Development wants proposals to buy and redevelop a piece of land at the Mohawk Valley Psychiatric Center in Utica.
The solicitation, listed as CR#2140041 in the New York State Contract Reporter, is a straight call for purchase and redevelopment. The public posting does not list an estimated value, specific trades, or subcontracting goals.
The state has been putting money into the Utica campus recently. A 22-month project built a new gym and expanded outdoor recreation areas, following a December 2023 expansion that brought the facility up to 37 inpatient beds for youth and children. Another prior contract handled hazardous materials removals and selected demolition at Old Main Building 31.
For developers and general contractors, this is a chance to acquire state property on an active campus. It means spending estimating hours this week figuring out what the state will actually allow on the site.
