Ten notices in five months. That's what it took DDC to land on a bid date for the Southern Boulevard Bicycle and Pedestrian Safety Improvements job in the Bronx — five numbered addenda and five postponement notices, dated June 5, July 1, July 30, August 14 and September 9. Per the agency's own paperwork, the opening has moved eight times since it was first set for May 27. The date on file today: October 1, submissions due 8:30 to 11 a.m., opening at 11:30.

The contract carries DDC job number HWX405 and EPIN 85026B0091, filed for NYC DOT at an estimated $14,328,586. Scope: bike-and-pedestrian safety upgrades, street lighting and traffic work at three Bronx locations on Southern Boulevard — Bedford Park Boulevard, East 182nd Street and Crotona Parkway, and Marmion Avenue — designed by Parsons Transportation Group of New York. The 299-line bid schedule shows the size of it: over 13,000 square yards of new wearing-course asphalt, nearly 60,000 square feet of new sidewalk, more than 5,300 linear feet of new curb.

The completion clock is where the money sits. Base duration is 730 days, and DDC's winter-adjustment table can add up to 180 more depending on when substantial completion would otherwise fall — push it into December and the job picks up six months, plus 60 more at the commissioner's discretion if the stormwater plan misses state standards. Liquidated damages run $6,500 a day past substantial completion, stacked with separate daily penalties: $800 for a deficient field office, $1,300 per occurrence for site-maintenance lapses, $400 for traffic-control violations, $100 for unreported subcontractor payments.

Bonds run 100% of the contract price above $1.5 million; insurance minimums are $3 million per occurrence, $6 million aggregate; a dedicated full-time Project Safety Manager is required beyond the usual safety rep. A prime can push out at most 49% of the work to subs — and the M/WBE goal that would normally sit in Schedule A isn't in the bid documents at all. It only lives inside PASSPort's own RFx questionnaire.

There's no PLA here — standard conditional boilerplate, no PLA line in Schedule A, so open shops aren't locked out. Instead the city's Community Hiring rider applies: a best-efforts 30% cumulative-labor-hours goal for local hires. One wrinkle worth flagging: every addendum and postponement notice is headed "85026B0060 – HWX405," while the board, the City Record notice and PASSPort all carry EPIN 85026B0091 — same job, two numbers depending on which paper is in front of you. No pre-bid meeting is scheduled; questions closed May 13.

None of that is unusual for a DDC infrastructure job on its own — five months from first opening to now is a slow year, not a scandal. What's worth a second look before pricing it: a completion clock that can swing six months on the calendar alone, $6,500-a-day liquidated damages once it starts, and two solicitation numbers on the paperwork for the same job.
