DOB issued a batch of Environmental Control Board violations dated September 23 across all five boroughs, and one stands out for defying an active stop-work order.
At 71-09 60th Avenue in Maspeth (BIN 4136509), DOB says a reinspection on September 23 of a three-story new building compared site photos from August 13 to current conditions and found work had continued despite Stop Work Order #4A46799, which required all work on the site to halt. The respondent, T&I Construction Inc, was cited under Administrative Code 28-207.2.2 — unlawfully continuing work during a stop-work order — a Class 1 violation carrying a $10,000 penalty. A hearing is set for December 1 at 10:30 a.m.
Two other Class 1 penalties of note: at 40 Fulton Street in Manhattan (BIN 4624882), Joy Construction Corp was cited after DOB observed brick-laying work and scaffold framing on the sidewalk blocking the pedestrian path and wheelchair access without a protected walkway, a $1,250 penalty. At 100A Broadway in Brooklyn (BIN 3335405), MAM Capital LLC was cited for loose beams, siding, mortar and bricks at the building's first floor, a hazard condition drawing a $2,500 penalty.
A repeat case: at 10343 117th Street in South Richmond, Amarnauth Ramotar was cited twice in the same batch — once for unpermitted water and waste line work for a bathroom installed in the cellar, and once for cellar occupancy contrary to the certificate of occupancy — both citing an uncorrected Record of Complaint Action originally issued April 24, 2025. Combined penalties on the two violations total $5,000.
Elsewhere, Pride Management LLC at 139-01 Archer Avenue in Jamaica (BIN 4213816) drew two violations in the same sweep: exposed wiring in a sub-cellar cafeteria electrical box ($800) and an obstructed emergency exit door at the cellar level ($2,500). At 550 West 188th Street in Manhattan, Frank Family Management drew two Class 1 violations for work without a permit and for plywood obstructing unit access at three stories, a combined $5,000 in penalties.
All violations listed carry ECB hearings the first week of December 2026 and are listed as pending, per DOB Environmental Control Board Violation records (dataset 6bgk-3dad). None of these findings has gone to hearing; all penalty amounts reflect what DOB imposed at issuance, not any final determination.
