HPD

Every open HPD bid, who is winning what, and how to get in the door — one page

New York City Department of Housing Preservation and Development is a housing agency, funder and development partner. It builds and controls affordable-housing rehabilitation and new construction, often through developers and nonprofit partners. If your trade is on that list, this page is its scoreboard: what is open now, what just got awarded and for how much, and what it takes to bid.

Get on HPD’s list

HPD orders about 25,000 emergency repair jobs a year in apartment buildings whose owners left dangerous conditions unfixed: no heat or hot water, lead paint, buildings the Buildings Department has declared an emergency. Jobs up to $100,000 never reach a public bid board. They go only to contractors on one of HPD’s three pre-qualified lists, and demolition jobs can run higher. For each job HPD picks at least eight list firms at random and the lowest good bid wins.

The three lists

Emergency Repair (housing repair trades), Demolition (needs $1,000,000 in bonding capacity) and Tenant Interim Lease and Alternative Enforcement, which is open only to City-certified M/WBEs or firms teamed with one. One application covers all three.

What it takes

PASSPort and SAM.gov registration, a year in business, three New York City references from the past 12 months, current financials, the licenses for your trade (EPA lead-safe certification for most repair work), $1,000,000/$2,000,000 general liability naming the City, and a workers’ comp experience rating of 1.20 or less.

How to bid at HPD

Get registered first

PASSPort for direct contracts; developer or lender qualification for program work. A missing registration is the most common reason an otherwise good bid is thrown out as non-responsive, and it is the part that takes weeks rather than days — start it before the job you want is posted, not after.

The trades this owner actually buys

Housing general contractors; masonry; roofing; HVAC; plumbing; electrical; interiors; energy upgrades.

Read the notice, never assume the goals

M/WBE, DBE and SDVOB participation goals are set contract by contract and depend on the funding source behind the job. They are printed on each solicitation notice. Read the notice every time — a standard number does not exist.
