Closed field. This is step two of a two-step design-build procurement: only teams the MTA pre-qualified in step one may propose, and four firms hold the documents -- ECCO III Enterprises, TC Electric, Skanska USA Civil Northeast and John Civetta & Sons. The agency notice tells subcontractors to go to those firms for work; MLJ Contracting, on one of the pre-qualified teams, is already advertising for subs on this contract (see RFI-001989). Update, Sept. 14: the MTA now lists proposals due October 7, after eight addenda. The August 20 date in the original notice no longer applies.
