DASNY has three asbestos-abatement jobs open on our board right now, and the newest one is carrying a rulebook the other two never had to touch.

RFI-001416 is CUNY City College's Aaron Davis Hall Renovation and Associated Asbestos Abatement — Dormitory Authority of the State of New York, at City College in Manhattan, due September 10, estimated at $45 million to $48 million.

Put that next to the two DASNY asbestos jobs we already flagged this week: Rockland Psychiatric Center's nursing-cores renovation (RFI-001532, Orangeburg, Rockland County, also due September 10, $27M) and Hutchings Psychiatric Center's roof replacement (RFI-001480, Syracuse, due September 2). Both sit outside the five boroughs. That means a contractor bidding either one answers to a single asbestos rulebook — NYS DOL's Industrial Code Rule 56 (12 NYCRR Part 56), the statewide standard for how you survey, notify, contain, and dispose of asbestos on a renovation or demo.

Aaron Davis Hall is in Manhattan. ICR 56 still applies there too — but so does a second layer the upstate jobs don't have: NYC DEP's Asbestos Control Program. That means a city-issued handling license separate from your state certificate, an ACP7 notification filed with DEP before work starts, and a DEP inspector who can show up independent of the state one.

Here's the trap: a New York State asbestos handling certificate doesn't automatically get your crew onto a DEP-jurisdiction site. You or your abatement sub needs the city license too, and that license — plus the ACP7 filing — runs on its own clock. File it late and it eats your mobilization schedule, not your bid price.

M/WBE note: DASNY posts its own participation goal on each solicitation; confirm the specific target listed for RFI-001416 before you build your subcontracting plan — it isn't necessarily the same number as the Rockland or Hutchings jobs.

What to do: if you're chasing RFI-001416, confirm your asbestos-handling subcontractor holds a current NYC DEP license before you commit a number, and put the ACP7 notification window on your project schedule now. Both this job and the Rockland job close September 10 — if your estimators are pricing both, the city-specific paperwork is the extra line item the upstate job never made them carry.
