In the Bronx, DOB cited a building tied to BIN 2013832 (respondent 2615 Grand LLC, mailing address 172-14 89th Avenue, Jamaica, NY 11432) for a door-zone restrictor described as "intentionally bypassed," allowing the car doors to open outside the unlocking zone — a cease-use item, Violation 39202231X. And at a Bronx building tied to BIN 2094145, DOB found an elevator out of service and flagged the condition "hazardous" — Violation 39202239K, respondent CSA Preservation Partners, mailing address 1745 Park Avenue, New York, NY 10035. All three carry $1,250 penalties, and hearings are set for the first week of November — November 4 and November 6, per the ECB calendar.

The week's most consequential construction citation landed on an active Manhattan excavation. DOB inspectors found a dig adjacent to a Park Avenue support-of-excavation (SOE) system where the surcharge location wasn't shown on the approved documents, and marked rakers — bracing members the approved design allows to omit only when there's no construction surcharge on site — were missing. Two more violation pairs hit the same building twice. At 102-14 Jamaica Avenue in Jamaica, Queens (BIN 4194194), DOB found unpermitted gas piping running to a space heater — the gas utility had already shut the line off — and, separately, a prohibited union fitting on the same gas line; both violations name 102-14 LLC, with hearings set for November 10. And at a Brooklyn building tied to BIN 3116536, DOB logged two separate elevator inspections citing a dead intercom phone and a worn brass gear causing the car to shake on stops — Violations 39202237R and 39202236P, respondent FLGSP 470 Ocean Ave LLC, mailing address 1350 Avenue of the Americas, New York, NY 10019. Penalty on each: $1,562.
