Renovation of Patten Hall, including the building’s medical clinic, on the Merchant Marine Academy campus. Proposals close September 16 at 11:59 p.m. Eastern. Total small business set-aside, firm-fixed-price, 365 days from award, with performance and payment bonds due 10 days after award and liquidated damages of $1,000 a day. The academy is on the National Register of Historic Places, so all work has to meet the federal standards for treatment of historic properties. Price that added care into the number. Update, September 8: Amendment 0001 removed all roof work from the job — the academy says every reference to roof repairs was an error — and released three building drawings. Both site visits, September 1 and 3, have happened and the academy says there will be no more. The Davis-Bacon wage decision is named but not attached: pull NY20260012 for Nassau and Suffolk from SAM.gov yourself. Nine bidder questions are still unanswered and go to Amendment 0002, among them the backup generator’s size, whether the government will set an allowance for concealed plumbing leaks, and who clears the furniture and medical equipment before abatement starts. Award goes to the highest technically rated offer at a fair and reasonable price, not to the low number. Update, September 9: the closing date moved from September 14 to September 16, 11:59 p.m. Eastern — two more days to price it.
